Job description


Our client is one of the top pharmaceutical companies in the world, China R&D Center is just hiring the Head of Portfolio and Project Management.

ROLE SUMMARY

Lead the China Portfolio & Project Management Group (PPM) in managing the China portfolio from buy- up through execution of life cycle management plans. Responsible for alignment of PPM goals with China, Business Units and Development China strategic goals and priorities. Develop long term and strategic goals for the PPM organization. Ensure PPM is effectively working cross-functionally with Development China functions, New Product Planning, Medical, and Commercial Development across all Business Units. Lead the execution of the annual local Portfolio and Prioritization Process in co-ordination with the global Op Plan process ensuring robust development strategies and plans. Lead and manage Development China local governance including effective and timely decision making to progress the China portfolio.

RESPONSIBILITIES

  1. Development China
  • Participate in Development China Leadership Team and various other senior management teams, responsible for setting the strategic direction for Development China in terms of human resources development and management: department wide policies and standards: establishing mission, vision, and direction; assignment of budgets; improvement initiatives and overall department goals.
  • Ensure local project teams are working in collaboration with the global Asset Teams and ensuring alignment of local plans with global priorities.
  • Work with global Business Unit Portfolio Operations Groups, PDA and WRD to ensure Development China portfolio prioritization aligns with global project prioritization and processes.
  1. Project Management
  • Lead the project management activities for all Development China drug projects from pre-buy up through government approvals, life cycle management and PAC plan. Ensure development strategies are in place and projects are maintaining timelines and managing risks.
  • Provide a single point of contact for PM responsibilities and portfolio valuations to Development China, the Chinese Business Units, to Global Business Units and to WRD.
  • Serve as the single point of accountability between China PPM and each BU PM organization.
  • Supervise, coach, and mentor Project Managers. Ensure Project Managers have skills and capabilities to enable delivery of Development China programs. Ensure compliance by all Project Managers with Pfizer policies and standards and local laws and regulations.
  • Align and motivate Portfolio and Project Management group.
  • Implement personnel hiring, assignment, and career development plans, and effective management of resources.

QUALIFICATIONS

  • Expertise in project management, portfolio management, drug development and/or pharmaceutical discipline (at least 10 years of experience in managing multiple, highly complex projects).
  • At least 5 years of experience in a PM or Sr PM role in the pharmaceutical industry.
  • Previous line management experience with multiple direct reports required.
  • Strong technical experience in a discipline associated with drug development.
  • Demonstrated success in negotiating in a highly matrix’s environment with a proven track record of identifying and assessing solutions.
  • Successful track record of implementation and execution of projects.
  • Demonstrated effective negotiating and influencing skills, good interpersonal, leadership and team player skills. Ability to challenge others and to understand implications of one discipline on those of others.
  • Able to understand stakeholders’ needs and to influence others. Able to emphasize and gain alignment across functional, business units and cultures, balancing China and Global needs.
  • Proven ability to contribute to fostering ideas and cooperation in making the organization more effective and efficient.
  • Able to recognize and conceptualize both individual projects and overall portfolio views.
  • Demonstrated ability to coach and develop others.
  • Fluent in English and able to negotiate with Global colleagues.
